Rajasthan: RPSC arrests clerk in dummy candidate fraud case​

Jaipur, May 13 (IANS) The Rajasthan Public Service Commission, adopting a strict zero-tolerance approach towards irregularities in recruitment examinations, has initiated strong action in a “dummy candidate” fraud case linked to the Lecturer (School Education) Competitive Examination-2022.​

Acting on a complaint filed by the Commission Secretary, the Special Operations Group has arrested a Commission employee for his alleged involvement in the case.​

The fraud was uncovered during an internal review conducted by the Commission after suspicious documents were examined.​

Following a detailed investigation, Commission Secretary Ramniwas Mehta lodged a named First Information Report against candidate Rajesh Kumar Meena at the Special Operations Group Police Station in Jaipur on February 25, 2025.​

According to the Commission’s findings, candidate Rajesh Kumar Meena (Roll Number 730447) allegedly replaced his own photograph with that of a dummy candidate on the attendance sheet during the History examination.​

The inquiry further revealed that forged documents were prepared by manipulating signatures and date-of-birth details to facilitate the fraud.​

Officials said the accused had secured the 569th rank on the main selection list through the alleged scheme before the irregularity was detected by the Commission.​

Based on information provided by the Rajasthan Public Service Commission administration, the Special Operations Group launched an investigation and arrested Mansingh Meena, a clerk posted at the Commission and a resident of Sop village in Nadoti tehsil of Karauli district.​

Investigators found that Mansingh Meena was acquainted with the candidate and had allegedly played an active role in facilitating the fraud.​

Police said Mansingh Meena had joined the Commission as a Junior Clerk on November 10, 2020.​

According to the investigation, the dummy candidate allegedly appeared in the examination at two separate centres in Jaipur.​

On October 17, 2022, the General Knowledge paper was conducted at Learning Step School near Employees’ State Insurance Hospital in Sodala, while the History paper was held on October 18, 2022, at Government Senior Secondary School, Charan Nadi-II, near Nadi Ka Phatak on Benad Road.​

In his complaint, the Commission Secretary stated that the case represented a direct attack on the integrity and credibility of the Rajasthan Public Service Commission examination system.​

As part of the evidence, the Commission handed over 13 crucial documents to the Special Operations Group in February 2025, including the candidate’s original Optical Mark Recognition sheet, attendance sheet, and application form.​

Police have registered a case under Sections 419, 420, 467, 468, 471, and 120-B of the Indian Penal Code, along with provisions of the Rajasthan Public Examination (Measures for Prevention of Unfair Means in Recruitment) Act, 2022.​

Further investigation is underway.​
