Chandigarh, May 18 (IANS) The Haryana Cabinet, chaired by Chief Minister Nayab Singh Saini, on Monday approved rules for the grant of aggregator licences for delivery service providers under the Haryana Motor Vehicles Rules, 1993, besides a one-time switch for the Unified Pension Scheme for government employees and regularisation of unauthorised industrial units.​

The decision to grant the aggregator licence was taken to promote clean mobility, curb vehicular pollution, and improve air quality in the National Capital Region districts of the state.​

Under the amended rules, all vehicles inducted into the fleets of aggregators, delivery service providers, and e-commerce entities in the National Capital Region from January 1 will mandatorily be compressed natural gas, electric, battery-operated, or any other cleaner fuel.​

Further, only compressed natural gas or electric three-wheeler auto-rickshaws will be allowed to be additionally inducted into existing fleets in the National Capital Region, an official statement said.​

The Cabinet also approved substituting Rule 86A of the Haryana Motor Vehicles Rules, 1993, to establish a comprehensive regulatory framework for app-based passenger aggregators and delivery service providers operating in the state.​

The new provisions include mandatory licensing for aggregators and delivery service providers, onboarding norms for drivers and vehicles, passenger safety measures, grievance redressal mechanisms, induction and refresher training programmes, insurance coverage for drivers and passengers, cyber security compliance for apps, and regulation of fares.​

As per the approved rules, aggregators and delivery service providers will be required to ensure minimum insurance coverage of Rs 5 lakh for passengers, Rs 5 lakh for drivers, and Rs 10 lakh for onboarded drivers.​

The Cabinet also accorded approval to the Unified Pension Scheme for state government employees, with the introduction of a one-time, one-way switch facility.​

The Cabinet also approved amendments to implement the provisions of the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025.​

This decision aims to facilitate the regularisation of unauthorised industrial establishments and ensure the provision of basic civic amenities and infrastructure in such areas across the state.​

It also approved a proposal regarding the validity of Backward Class-A and Backward Class-B non-creamy layer certificates issued in 2024-25 under the notification dated November 17, 2021.​

This decision has been taken in view of recruitment advertisements issued by the Haryana Public Service Commission for 3,069 posts of postgraduate teachers in various subjects in 2024.​

As per the recruitment advertisement of July 23, 2024, candidates belonging to Backward Class-A and Backward Class-B categories were required to submit fresh certificates in accordance with the latest government instructions and notification dated July 16, 2024.​

The Cabinet also approved new service rules for the post of Superintendent (Field Cadre) in the Haryana Higher Education Department, namely the Sub-Offices College Cadre (Group-B) Service Rules, 2026.​

The rules will come into force on the date of their publication in the official gazette.​

As per the new rules, the academic qualifications and experience, if any, for appointment will be only by promotion, transfer, or deputation.​

By promotion, one year’s experience as Deputy Superintendent or 10 years’ experience as an Assistant will be required.​
