Bharuch, June 16 (IANS) Gujarat’s contribution of nearly 33 per cent to India’s chemical sector reflects the state’s industrial strength and its position as a trusted policy-driven destination for investment, Chief Minister Bhupendra Patel said on Tuesday while inaugurating a new CPVC resin manufacturing plant at Vilayat in Bharuch district.

The advanced facility has been established through a joint venture between Lubrizol Corporation and Grasim Industries Limited and is expected to manufacture chlorinated polyvinyl chloride (CPVC) resin and compounds for use in pipes and fittings serving residential, commercial and industrial applications.

Addressing the inauguration ceremony, Patel said Gujarat had consistently earned the confidence of domestic and international investors through development-oriented policies, strong infrastructure and an industry-friendly approach.

“Under the leadership of Prime Minister Narendra Modi, India had entered a new phase of development-oriented governance and Gujarat had benefited from this approach for more than two and a half decades,” he said.

The state, he added, had expanded growth opportunities through the Vibrant Gujarat Summit and had emerged as a leader in water management, road connectivity, logistics and industrial infrastructure.

Patel emphasised that Gujarat’s development model extended beyond industrial growth to include social and environmental progress.

“Owing to long-term planning and progressive policies, the state had gained recognition as a reliable policy-driven destination for investment,” he said.

Referring to the new plant, he said the facility would provide fresh momentum to development in the state and strengthen Gujarat’s industrial capabilities.

“Gujarat accounts for nearly 33 per cent of the country’s chemical sector, and such new industries will further strengthen the state’s industrial capabilities,” he said.

The Chief Minister said the ‘New Industrial Policy-2026’ would open a new chapter in Gujarat’s development journey by encouraging industry, investment and innovation, further reinforcing the state’s position as a global manufacturing hub.

He said initiatives aligned with the Prime Minister’s vision of “Make in India” and “Vocal for Local” were now also advancing the goal of “Make for World”.

Gujarat’s established industrial ecosystem and investor-friendly environment, he added, continued to attract investment from national and international companies.

According to Patel, large-scale industrial projects generate employment opportunities while creating growth prospects for micro, small and medium enterprises (MSMEs), local industries and businesses linked to supply chains, thereby strengthening the local economy.

He also urged industries to pursue sustainable and future-ready growth models while fulfilling environmental responsibilities.

“Balanced progress could only be achieved through the simultaneous advancement of industrial development and environmental protection,” he noted.

Lubrizol Chief Executive Officer (CEO) Rebecca Liebert outlined the company’s expertise and the rationale behind expanding its manufacturing footprint in India, particularly in Gujarat.

“The company’s products were designed to support sustainable solutions across sectors, including mobility and healthcare, while contributing to improvements in quality of life,” she noted.

Liebert said the establishment of the Vilayat facility would support India’s goal of self-reliance in manufacturing.

The integrated plant is among the largest and most scalable CPVC production facilities in the country and is expected to strengthen domestic manufacturing of high-quality CPVC materials.

The facility will also support supply chain resilience and contribute to infrastructure development and safe water distribution systems.
