Arunachal Guv stresses merit-based recruitment in APPSC functioning

Itanagar, June 18 (IANS) Arunachal Pradesh Governor Lt. Gen. K.T. Parnaik (Retd.) on Thursday highlighted the crucial role of the Arunachal Pradesh Public Service Commission (APPSC) in strengthening the state’s administrative framework and underscored the importance of transparency, accountability and merit‑based selection in all recruitment processes.

During a meeting with APPSC Chairman Prof. Pradip Lingfa at Raj Bhavan, the Governor advised the Commission to conduct examinations and recruitment processes with complete fairness, accountability and transparency, while ensuring that merit remains the sole criterion for selection.

The APPSC Chairman, accompanied by Members of the Commission, briefed the Governor on the Commission’s activities during the year, including examinations conducted, recruitment recommendations made, key observations and related financial implications.

Emphasising the Commission’s significance in shaping the state’s governance structure, the Governor said the APPSC plays a pivotal role in building an efficient administrative system and must therefore continue to uphold the highest standards of integrity, professionalism and excellence.

He noted that the Commission should further strengthen its credibility, effectiveness and public trust by ensuring that only the most deserving candidates are recommended for public service.

Underscoring the importance of transparency and merit‑based recruitment, Lt. Gen. Parnaik advised the Commission to conduct examinations and selection processes with complete fairness, accountability, and openness.

He stressed that merit must remain the sole basis for selection, thereby ensuring equal opportunities for all aspirants and reinforcing public confidence in the institution.

The Governor also encouraged the Commission to embrace technology and adopt best practices in its functioning.

He observed that the use of modern digital systems in examinations, evaluation, result processing, and grievance redressal could significantly enhance efficiency, improve security, minimise human error, and make recruitment processes more accessible, transparent, and reliable.

Highlighting the evolving demands of governance and public administration, the Governor urged the Commission to periodically review its recruitment patterns and examination syllabi.

He emphasised the need to identify candidates who possess not only academic competence but also critical thinking, ethical values, leadership qualities, adaptability, and a genuine commitment to public service. Such an approach, he said, would help build a capable, responsive and future‑ready civil service for Arunachal Pradesh.

Meanwhile, recalling the controversies and irregularities that surfaced within the Commission in 2020, Chief Minister Pema Khandu recently stated that the state government had initiated a series of major institutional reforms by addressing loopholes through extensive consultations with experts and stakeholders.

According to the Chief Minister, the reforms have helped transform the APPSC into a stronger, more robust institution capable of conducting transparent, credible recruitment for Group A and Group B services, thereby restoring public confidence in the Commission’s functioning.
