Maha govt launches BPMS facility to boost ease of doing business​

Mumbai, April 21 (IANS) In a serious move to enhance digital governance and streamline land administration processes, the Maharashtra government on Tuesday inaugurated a new facility on the Building Plan Management System for the payment of a one-time conversion premium. ​

This initiative enables citizens to pay one-time conversion premiums directly through the Building Plan Management System, eliminating the need to visit the District Collector’s office. ​

The move is expected to significantly improve efficiency, transparency, and convenience in land conversion processes across the state, said Revenue Minister Chandrashekhar Bawankule.​

A key feature of the upgraded system is its real-time synchronisation capability. Conversion payments made via the Building Plan Management System are now automatically reflected on the 7/12 extract, ensuring seamless updates without manual intervention. This automation marks a major leap towards reducing administrative delays and improving data accuracy, stated Minister Bawankule.​

The newly introduced framework replaces the previous system of annual Non-Agricultural tax assessments with a transparent, one-time, ready reckoner-based conversion premium. ​

This shift is designed to reduce compliance burdens on citizens and to promote a more predictable, investor-friendly regulatory environment. ​

The Government of India has recognised this Maharashtra initiative as a “best practice” model for improving ease of doing business, highlighting its potential for replication across other states, the government release said.​

Further strengthening the ecosystem, a major upgrade to the Auto Development Control Regulations system is currently underway and is expected to be completed within the next 10 days. This upgrade will ensure full alignment with the new conversion premium framework and enhance overall system integration, the Minister said.​

Minister Bawankule noted that by digitising the real estate lifecycle, from approval application, the government aims to drastically reduce project gestation periods and lower compliance costs for stakeholders. ​

He added that linking the conversion process to the official Annual Statement of Rates ensures a standardised, auditable mechanism that minimises discretionary decision-making.​

This initiative underscores Maharashtra’s continued commitment to leveraging technology for transparent governance, improved service delivery, and sustainable economic growth, the Minister remarked.​
