HM Amit Shah reviews logistical arrangements for panel on Demographic Changes

New Delhi, June 13 (IANS) Union Home Minister Amit Shah chaired a meeting of officials to ensure proper facilitation of the High-Level Committee on Demographic Changes headed by Justice Prakash Prabhakar Naolekar (Retd), an official said on Saturday.

The Committee will study demographic changes, especially in border areas. To assess changes in demography, the Committee will also visit metropolitan areas and industrial towns.

The first meeting of the High-Level Committee has already been convened, and the agenda has been formulated, said an official statement.

The Union Home Ministry will provide logistical and other necessary support for the functioning of the Committee headed by the former Supreme Court judge.

As announced by Prime Minister Narendra Modi from the Red Fort on August 15, 2025, the Committee on Demographic Changes was formally constituted on May 26 this year, the statement said.

While constituting the five-member committee led by Justice Naolekar, HM Shah had said, “Infiltration and other reasons causing unnatural demographic change pose a very significant challenge to the present and future of any nation.”

In a social media message, he said, “To address this very challenge, on August 15, 2025, Prime Minister @narendramodiji had announced the ‘High-Level Committee on Demographic Change’. I am delighted to inform you that the government has now constituted this committee.”

Earlier, Justice Naolekar said, “The committee will decide on the recommendations. The committee’s report will go to the government. How much of the committee’s report the government implements will depend on them.”

He clarified that the committee’s role is only to give recommendations to the government. “The government will make the law after it is passed by the Parliament,” he said.

Justice Naolekar mentioned that the committee will assess demographic change and illegal migration. “It will be our working field,” he said.

He highlighted that the committee will look at the demographic change in border districts, cities, and tribal areas, though he said it will take into account the population demography of the entire country and not just any particular areas.

“We will then identify the causes for the demographic change,” he said.

He said, “We will suggest a proper system for identifying illegal immigration, custody and deportation of the illegal infiltrators. We will look at how and what laws to make for the deportation of such infiltrators.”

Justice Naolekar added that the committee can ask for information from any ministry, state government or agency. “The committee will have to submit its final report within a year. Now the new thing is that if this report is not made within six months, then it will be extended for six more months,” he said.
